Governance-First AI Orchestration for Operational Integrity and Trust Optics
The Project White Collar Framework (PWCF) is a governance-first orchestration system for AI teams. It enables:
- AI interoperability with human governance — mirroring democratic principles like quorum rules, escalation paths, and layered verification.
- Committee-driven trust optics — visible governance mechanisms for executives and regulators.
- Multilingual governance integrity — ensuring semantic fidelity across global deployments.
- Continuity safeguards — fail-safes for leadership integrity and operational resilience.
Current AI governance frameworks:
- Focus on models, not operational workflows.
- Lack real-time enforcement and trust optics. PWCF solves these gaps by embedding governance inside orchestration:
- Immutable logs and decision trails.
- Committee-driven oversight.
- Escalation and override logic for critical risk scenarios.
- Governance embedded in orchestration → real-time accountability.
- AI interoperability with human governance → layered verification and committee oversight.
- Scalability → cohort-based design for parallel execution.
- Multilingual adaptability → governance integrity across languages.
PWCF is organised into five layers, each with specialised teams:
- Translation Layer — Input refining and output uplifting.
- Analysis Layer — Problem framing and research integration.
- Tasking Layer — Workflow design and activation logic.
- Interaction Layer — User-facing and system-facing operations.
- Governance Layer — Oversight, validation, escalation, and lifecycle control.
