Add feature to use timer when chunks near are loading slowly.
This is useful on 2b when you are flying in new chunks with something like Pitch40. Without timer usage, you would lose your speed as soon as you fly into unloaded chunks. Activating Timer keeps your speed and gives 2b time to load more chunks around you.
