fix: adjusting linter config, fixes

What this does

Some housekeeping.

Tis doing many things:

• fix linter config, around goimports
• enable redundant-import-alias rule
• don't install golangci-lint every time we run the linter
• go mod tidy
• US english spelling
• Sbom -> SBOM, Sca -> SCA
• rename package sca_plugin to scaplugin
